Organisational structure
The Australian Institute of Marine Science is a federally-funded and
independent statutory authority governed by a Council appointed by the
Australian government. The Council, which meets quarterly, is the policy-making
body of the Institute.
The Institute's organisational structure consists of three groups, one which
covers the Institute's Research, another, (Support Services), which covers the
corporate and science support areas of the Institute, and Business and Finance,
which provides commercial and financial services to the Institutes research and
administration.
The Director (CEO) is responsible for the day-to-day
affairs of the Institute. AIMS staff are employed under the Australian
Institute of Marine Science Act 1972. As at June 30, 2002 the Institute
employed a total of about 160 people, of whom 98 are scientific staff and 62 are
support staff.
The Council
The Council is made up of individuals from industry
and academia, plus the Director.

Dr Ian Gould BSc (Hons), PhD (Geology), FAusIMM
Dr Ian Gould brings to AIMS high-level business, research
and policy expertise, as well as involvement with
environmental matters. He has over 40 years experience in
the minerals industry, mainly with the Rio Tinto group
and Normandy Mining Ltd, from which he retired as
managing director. He is currently Chairman of, St
Andrews Hospital, CSIRO Minerals and Energy Sector
Advisory Committee and Toro Energy Ltd.
Dr Gould is a member of the Royal Flying Doctor Service
(Central Operations), and the South Australia Resources
Industry Development Board.

Mr John Grace BSc
Applied Chemistry, FTSE, FAICD
Mr Grace has worked for 36 years in the biotechnology
industry, 20 years of that time as CEO. He has applied
this experience in organisations ranging from Burns Philp
to CSIRO and Amrad. In the latter company, he served as
Managing Director for 11 years. Mr Grace is an
experienced director of listed and private companies. He
operates a consulting business in Biotechnology iBIO Pty
Ltd. He is currently the Honorary Treasurer and a member
of the Council of the Academy of Technological Sciences
and Engineering.
Mr Grace is a past member of the Australian Research
Council. More recently he was Chair of the ARC Review of
Federation Fellowship scheme 2007 and Chair of the
College of Experts Selection Panel 2006, 2007. He was
formerly a member of the Victorian Premier's Knowledge
Innovation Science and Engineering Task Force, a member
of the Industry Research and Development Board, a Board
Member of Melbourne Ventures and President/Director of
the Australian Biotechnology Association.
His expertise is focused in the commercial development of
leading edge science, predominantly in biotechnology. As
CEO of AMRAD he gained extensive business and management
experience in high tech enterprises operating in
international markets.

Ms Elizabeth Montano
Ms Montano has over twenty years experience working in senior positions in both the private and public sectors. In the public sector, she has held various Senior Executive Service and non-executive positions in a number of portfolios, including as Chief Executive. Her non-executive positions have included Chairman of the Board of Management of Centrelink( which role included being the Chief Executive of Centrelink under the Financial Management and Accountability Act), Member of Centrelink’s Board of Management, Chairman of Centrelink’s Audit and Risk Committee, Member of Centrelink’s Information Technology Committee, Member of the Executive Management Board of the Australian Federal Police and Member of its Security and Audit Committee and Strategic Adviser to the Chief Federal Magistrate of the Federal Magistrates Court of Australia. Ms Montano has also provided technical assistance to The Philippines through an Asian Development Bank funded project.
Ms Montano is a former Director (Chief Executive Officer) of the Australian Transaction Reports and Analysis Centre (AUSTRAC), Australia’s anti-money laundering and counter-terrorism financing regulator and Financial Intelligence Unit; Head of Australia’s Delegation to the OECD based Financial Action Task Force on Money Laundering; Member of the Board of CrimTrac; Member of the Heads of Commonwealth Law Enforcement Agencies Group (HOCOLEA); Chairman of various HOCOLEA Groups including the Action Group on the Law Enforcement Implications of Electronic Commerce. She was the first permanent Director Companies of the Australian Securities Commission (now the Australian Securities and Investments Commission) being responsible for corporate and fund raising regulatory policy.
Prior to taking up the role of Head of AUSTRAC, Ms Montano was a senior financial services sector Consultant and Solicitor with Mallesons Stephen Jaques. She is a Solicitor of the Supreme Court of New South Wales.

Mr Nicholas Mathiou B Com (Hons),
LLB, MMktg
Mr Mathiou has 19 years of professional investment,
transaction and corporate advisory experience with
particular emphasis on private equity investment in
emerging enterprises. He is a co-founder and Director of
Investment Capital Partners (ICP), an Australian life
sciences venture capital firm.
Before joining ICP, Mr Mathiou was a co-founder, Finance
Director and Company Secretary of Medica Holdings Limited
(MCA), an Australian Stock Exchange (ASX) listed company
specialising in venture capital investment in biomedical
ventures. He was jointly responsible for all investment
and divestment decisions, as well as the strategic
direction of Medica. He also held senior non-executive
positions in portfolio companies.
Before co-founding Medica, Mr Mathiou advised senior
management and boards of directors of a large number of
corporations on acquisition and investment appraisals;
corporate funding and implementation; business
valuations; strategic and business planning;
commercialisation strategies and planning; and business
process re-engineering in executive roles with Invetech
(Business Strategy and Technology Group) and Coopers
& Lybrand (Corporate Services Division).
He is a fellow of the Financial Services Institute of
Australasia, a barrister of the Supreme Court of
Queensland, a barrister and solicitor of the Supreme
Court of Victoria, a member of Chartered Secretaries
Australia and an associate member of the Australian
Society of Certified Practising Accountants (ASA).

Professor Sandra Harding
Sc (Hons) ANU , M.Pub.Admin UQ , PhD NCSU , FAICD, FAIM
Professor Sandra Harding joined James
Cook University as Vice-Chancellor and President in January 2007.
Professor Harding has extensive academic leadership experience.
Between 1997 and 2006, she held a number of senior executive roles
at QUT, including Deputy Vice-Chancellor (International and
Development) and (executive) Dean of the Faculty of Business.
Professor Harding has undertaken a
wide variety of external roles. She was the inaugural President of
the Australian Business Deans Council and Vice-President of the
Australian Universities Community Engagement Alliance. She has
also served on a number of review panels and accreditation
committees within the higher education sector. For the past five
years, she has been Chairman of the Australian Statistics Advisory
Council, providing advice to the Federal Government and the
Australian Statistician on Australia’s national statistical
priorities. For a similar period, Professor Harding has been a
member of the HIH Assessment Review Panel, another Federal
Government appointment.
Professor Harding has been a member
of the Queensland Education and Training Export Board, the
Queensland Small Business Advisory Council and the judging panels
of Queensland Export Awards and the Premier’s Awards for Public
Sector Excellence. She has chaired the Energex Community
Consultation Forum since 2003. Professor Harding has worked on
boards linked to the Brisbane City Council. She was a Director on
the Brisbane Transport Board and Chairman of Brisbane Marketing
Pty. Ltd. from 2003-2006. She is also non-executive Director of
the Global Foundation for Management Education Ltd (Montreal).

Dr Brian Stanley Fisher AO PSM
Brian Fisher joined CRA International in October 2006.
Prior to this he was Executive Director of the Australian
Bureau of Agricultural and Resource Economics (ABARE). He
was first appointed Executive Director of ABARE in 1988.
Brian left the Bureau briefly for a senior position in
the Federal Department of Primary Industries and Energy
before returning to ABARE as Executive Director in 1995.
Prior to heading up ABARE, Brian was Professor of
Agricultural Economics at the University of Sydney and
became Dean of the Faculty of Agriculture at the
University in 1987. He was appointed Adjunct Professor of
Sustainable Resources Development in 2003.
Concurrently with his position at ABARE, in 1993 Brian
was appointed one of the experts completing the
socioeconomic assessment of climate change for the United
Nation's Intergovernmental Panel on Climate Change (IPCC)
Second Assessment Report. He played an integral role in
the international climate change negotiations as economic
adviser to Australia's negotiating team in the lead up
to, and at, the third Conference of the Parties in Kyoto.
He again fulfilled that role at the fourth, fifth and
sixth Conferences of the Parties of the UNFCCC and was
engaged as one of the experts completing the IPCC's Third
Assessment Report. Brian is currently a convening lead
author for the Fourth Assessment Report.
Dr Fisher has been the government board member on a
number of statutory corporations and has published over
250 papers and monographs. In addition to his position
with ABARE he was recently an Associate Commissioner of
the Productivity Commission and the Chairman of the Prime
Ministers Exports and Infrastructure Taskforce. He
received the Farrer Memorial Medal in August 1994, became
a fellow of the Academy of Social Sciences in Australia
in November 1995 and was awarded the Public Service Medal
in 2002. In 2007, he was appointed an Officer of the
Order of Australia for service to agricultural economics,
international trade and climate change through research
and public policy analysis. He holds a PhD in
agricultural economics from the University of Sydney.

Dr Ian R.
Poiner BSc (Hon), PhDDr Ian Poiner is the Chief
Executive Officer of the Australian Institute of Marine Science.
Dr Poiner has significant experience in strategic development
and planning of science, both as a practicing scientist and at
the organisational level. This is reflected in his successful
large-scale, multi-disciplinary research projects and his
establishment of national and international research programs to
support the sustainable use, conservation and management of
marine ecosystems. Dr Poiner’s scientific background is research
into tropical fisheries and ecological systems, including in
Australia’s northern Great Barrier Reef, Torres Strait and the
Gulf of Carpentaria. He has also worked in Jamaica, Papua New
Guinea and Southeast Asia. Dr Poiner serves on a number of
national and international committees. He is currently
Vice-Chair of the International Scientific Steering Committee of
the Census of Marine Life, a ten year international research
program to assess and explain the diversity, distribution and
abundance of marine organisms throughout the world’s oceans. As
CEO of AIMS, he is responsible for managing the day-to-day
affairs of the Institute.
